- `skos:definition`: An identifier scheme whose values a dataset's rows carry in a key column, so that a row joins to the resource holding that identifier (a vote's member, an action's bill). DCAT describes a dataset but not how its rows join to other resources; CSVW's aboutUrl needs an IRI template, which minted identifiers do not have.
